Did 1993-1998 4wd rangers come with tow hooks in the front from the factory?
If they did or you added them, please post a picture.

I kinda don't think 93-97 did.

98-11 I know did have them.

In theory, theory and practice are the same. In practice, they are different.
Is it a built in permanent hook ?
Pretty sure any you see will be bolted to the frame. I don’t think 3rd gen (93-97) came with them from factory. I haven’t seen any holes that look like they would be used for that. I have some hooks Ai have wanted to install and could never find a location I like. That’s why my bumpers have recover pints on them. Well, the front will when I finish building it.

The rear shouldn’t be difficult to drill the frame and bolt some hooks on. The front is trickier. I have a recovery point that mounts in a 2” hitch receiver and I put receiver hitches on front and rear of my truck.

I’ve never owned a 3rd Gen yet so I don’t know what/if factory tow hooks were an option for those. I have owned a few 98-02 and they had tow hooks (I’m sure it was an option through 11). The tow hooks bolt on, but they bolt to a crossmember specific to the 4wd front frames. 2wd (with the exception of the torsion bar Edge and Trailhead) doesn’t have this crossmember. It’s welded to the frame rails and makes up the bumper brackets as well on those.

This is correct (no factory hooks before '98).

On my '94 I mounted hooks underneath my winch carrier (Warn Trans4mer kit, I'm not sure they're still making these anymore though)
