When and how does it whine, at what speeds, and does the whine change pitch, and if so, does it follow engine speed or wheel speed?
It's EXTREMELY likely that it's actually the tires, as that's the directly corresponding modification, and tires are often a cause of whine. Is the tech in question financially invested in your tire purchase? If so, he's probably lying about the problem.
