Looks like the engine vibration dampener.
Many say it's useless.
I hadda cut mine off because after 200 thousand or so miles it was indeed useless.

torque strut/engine roll dampener.
lessens engine rocking & rolling
under power the engine rotates about the centerline of the crankshaft because of driveline stress.
the strut is placed off center so it has leverage against the roll centerline.
