I’ve seen trucks with and without the vac line hooked to this part. What is it?

Map.....if your is hooked up like that unhook and plug the back side.
 
Yours is supposed to be bap.

Open to atmosphere.
 
He's saying it shouldn't be connected to the vacuum line. Its suppose to be open to read atmospheric pressure not engine vacuum.
 
It sure could since being connected to the engine vacuum is essentially telling the computer you're trying to drive the truck on the moon...
 
But I thought that was already covered.
 
I never advise anyone to drive internal combustion engines on the moon.
 
took the vac line off, plugged the other end and Took it for a spin still Boggs in 3rd after 2000-2500 RPM. 1 and 2nd are smooth and full power, 3rd feels great under 2000 RPM. but at or over 2000 goes to hell. looses at least 60% power.
 
In 1989 Ranger, 2.3l 4cyl, or 2.9l V6, were only engine options?

4.0l swap?

The 4.0l Computers all used MAF sensors no MAP sensor, and no BAP sensor, barometric pressure was "inferred" by MAF and Throttle sensor
The fact its plugged in means at least some of engine harness is from a 2.9l

So a little more detail on this vehicle would be needed

Original truck 89' 2.9 manual supercab 4x4. The Motor and all harness's under the hood are off the same donor truck, which was 91 4.0 auto 2wd, The dash was out of a different 91 4.0 auto 2wd, and all other chassis electrical/lights are from the original truck/frame which is 89 2.9 manual 4x4. And the ECU/PCM is new/ refurbished from parts geek.com for a 91 4.0 manual 4x4.
