I have a 91 bumper does anyone know if it will fit on my 88. And would i be able to just buy the 91 brackets and it will fit. I took the bumper off of a 91 explorer.?

I'd say with the brackets, it's possible. Likely have to cut the ends of the frame rails off too. Might wanna check width while your at it.
