Truck wont start only after i fill up with gas

Hey Im new here. I have a 2006 ranger fx4 levelII (4.0). I had one before and rolled it and bought this one used with17,000 miles in 08.

For about a year now everytime i put gas in my truck, weather it be a quarter tank or completely fill it up, it doesnt start on the first cranking and on the second cranking i have to give it gas to get it to fire, then to actually keep it running i have to keep it idling at 3000rpm for about 30 sec. before it will idle on its own. After that, it idles very rough for a few minutes before running normally, and periodically after that there are spouts of it running rough. This only happens when i put gas in it.
About two months ago the engine light came on with the code p1450 (unable to bleed fuel tank vacuum). Could this be related to the problem with it starting?

Also when i bought the truck the previous owner had a bolt on duel cat back which i took off, and noticed that it had burned through the breather that goes from the gas tank to the carbon canister. I put new tube across the burned out section and secured it with hose clamps. this was done about two years ago.
If anyone could help me with this problem it would be very appreciated.
 
Not an expert or anything but if you're looking for ideas...

-Fuel seems to be ok, as it runs while you baby it at start.
-Problem occurs after a fillup of any reasonable size

I'd say when you fill it the fumes are overwhelming the engine, check the system that recycles the fumes. Pcv valve etc.

Maybe its plugged up at the tank vent and the fumes are overwhelming the air mixture.
 
does your cap seal properly?
 
ok, so the fuel vacuum problem could be what's causing the start problem.
 
It seems to be closing fine. Would it throw that code for a cap issue?
