I thought the fuel pump circuit used a switched 0v instead of 12v.
If your checking from ground to 12v you may be seeing power, but without the 0v no go.
I would check for power right on the two wires that go to the pump.
if you have power on those two wires and nothing happens, pump is dead.
You're right. This is one of many reasons I am frustrated.
