Truck Lifts - I don't get it

This morning I saw a truck, not sure what kind, but Ranger-ish. I swear it was raised like 18 inches. Maybe more! Now I would understand (maybe) if this allowed it to go over bigger rocks or something. But the axles, rear diff, etc. are all still like 9 inches off the ground. Why spend so much $$$ to reduce gas mileage and raise the center of gravity making the truck less safe?
 
You lift the truck so you can put bigger tires on which puts more air between your axles and the ground.

You could have caught him mid build where he has the lift but hasn't got the tires, also when some people sell trucks they take their big expensive tires off and put smaller cheaper ones on.
 
There is also another possibility. Some people are just really stupid.
