Transmission shifting into overdrive

I have a 2000 ranger, 3.0 4x4 xlt. Just got it but it seems like it has a very
hard time to shift into overdrive. Even letting of the gas it still doesn't
always shift. Is this normal? or is there a fix for it? Sure hope there is a fix. Thanks

letting off the gas it doesnt shift... take your foot off the floor?

how do you know its not in overdrive?
 
What is your ring and pinion ratio? Tire size? A 3.0l does not have much for low rpm power so gearing toward economy (numerically lower) might be too much for your truck to turn. As a result it holds drive.
