TPS and EGR Test Result Questions

Have an 87 Ranger with the 2.3. It starts hard and runs rich after it starts. I tested the TPS, EGR valve, and EVP sensor yesterday. I checked these by the instructions on fordfuelinjection.com.

TPS

I verified that there was five volts at the VREF pin first. I then checked across the SIGRTN and TPS pins. It says I am supposed to have .9-4.5 volts from closed to WOT. I got .011 at closed and .035 at WOT. Would this mean that the TPS is bad? I did get a KOEO code 23 "Closed throttle TPS voltage higher or lower than expected".

EVP & EGR Valve

The question I have is they say that the EGR valve should open full at eight inches vacuum. Mine is full open at six. I got KOEO code 31 "PFE or EVP circuit below minimum voltage of 0.24 volts" and CM code 31 "PFE or EVP circuit has intermittently failed below minimum voltage of 0.24 volts". If I pull three inches vacuum on the EGR valve the EVP reads what it should at 50% and what it should when there is six inches on it at 100%. Would the EGR opening at too low a vacuum cause these codes to be thrown and cause a poor running condition?
