So I need to paint my new intake tubing (not the one in the picture) and my throttle body and spacer to match my intake. I've read about Rustoleum appliance epoxy looking like powder coating but I wasn't sure if that was the case of if someone had any other ideas.

I'm not sure what you mean by "look like powder coating" good powder coating looks like paint.

I have found that a bunch of very thin coats is the best way to get what your looking for. I'm no professional painter, but i do a lot of graffiti and painting car parts.
In a wind proof environment, spritz a very light coat of paint on whatever your painting, let it dry a little, but not completely. Like 3 to 5 minutes, then repeat the spritz and dry method until it's got one good layer of paint. Let it dry completely before you lay on any extra layers. Extra layers should be done the same way the first layer. 2 or 3 full layers should do it, but that's your call. It's a long process, but the results are worth it, to me. It pretty much eliminates runs in the paint.

STEEL-IT is by far the best way to get a awesome looking coat down on parts. it goes on super thick and self levels when it dries.

You can buy powder coating kits for less than $80 so why not just buy the stuff you're trying to copy... Then you would have the kit to powder coat some more stuff.... Heck you could even powder coat stuff for a profit for people....

I'd guess the crinkle/wrinkle type finish.

It's really not that simple. Unless he's ready to make a sizeable investment in the proper crap to powder coat (not exactly a short list), it would be a much better deal and much easier to just have it done by a shop.
