Is it possible to cut off the rusty end and splice the new end on?
 
Not so that it would work, unless you know how to refill and seal the capillary tube to the gauge.

As mentioned, best bet is to wire up the stock gauge so something works. Go buy a new temp gauge, or a set of gauges and figure out how to wire them up.
I wrote up the temp gauge thing for 2.9 a while ago, a search might find that. Both of my Rangers have aftermarket gauges and the stock ones working just for the psychological edge of not looking at a dead gauge. Except for the infamous Ranger fuel gauge of course.
