Tailpipe showing signs of burnt valve

Hello all I just buttoned up the cylinder head replacement job to the best of my ability with brand new heads off EBAY. It is kind of chugging while idling checked the tailpipe and it is sucking in and out? Could this be due to not correct adjustment of rockers? I also have a certain part that is hollowed out as well. I am not sure what else could be causing the issue does anyone have any ideas what this could be?
 
That sounds like bad cam timing to me.

That is a good possibility maybe when I was rotating engine could have jumped somehow I thought I was careful enough going clockwise only
