Starfleet Command II Help

Ok, I know the game is a billion years old, but I just started playing it again. There is one mission I was never able to figure out. When you get up into the upper left area of the map, near the Lyran/Mirak border every so often you will get a patrol mission where you are supposed to investigate an abandoned dry dock.

Does anyone know how to win it? I can't figure it out, not once in 10 years.

I used to play Armada, it was pretty neat for its day. At the time our computer wasn't big enough so it was hard to get it to start and glitchy when it did so progress was slow and frustrating.
