Should full time LOCKED front hubs make noise?

Mine is a 2002 with the locked hubs. I have a constant whine that is always there in 2wd and goes up and down in pitch with wheel speed. It is not very loud but I am annoyed easily. At first I thought it was noisy tires, but it is still there on gravel roads, and in the rain, and I can hear it windows up or down. I haven't tried 4wd at speed. There are few straight roads where I live. Could it be the front axles/hubs? Does something need to be lubricated I wonder? Or is this normal?
 
Most likely wheel hub bearing is wearing out.

Drive next to a concrete wall with windows down to see if you can hear if its coming from one side only, if its louder on one side then probably hub bearing but I would plan on replacing both at the same time.

If it seems the same on both sides then check differential fluid level
 
Everything checked out by my very good Ford dealer. Verdict: tire noise!
 
solution, volume knob!

edit: tires don't make steady noise on gravel roads.
