ok so I have a fully rebuilt 89 mustang 5.0 in my 86 ranger. the engine is pretty much stock besides it has the E-303 cam. It starts and runs fine when cold and even when its warm but just somtimes if I let it idle for a while like in a drive thu it idles like this (posted link to video) i pulled codes and the only ones i got were KOEO 95-67-84 memory were 29-33-95

I remember reading about the E cam causing idle surge. Do not remember if there is a work around or not.
 
It will stop sometimes if I rev it up pretty good. I won't do it when the engine is cold though.
 
67 can cause idle surge. Correct that and do the "base idle reset" procure and you may be fine.

If you don't have a working neutral switch or clutch pedal position switch, you can just ground pin30 anywhere to get rid of code 67.
 
Ya I will try that. The code 67 also won't let me run the KOER test
