Steal the license plate off her bike. She won't notice until the party lights come on. pull the bulbs out from the turn signal lights on the rear. stuff like that. Not all at once though, but over a period of time. Don't be stupid and do something that will get her killed though.
Steal her toilet seat. Put glitter and baby powder on top of the fan in her room. Glitter also works well in a shower head. Fill her medicine cabinet with air soft pellets. Invest in a really annoying animal, she will probably hate a ferrets. Fill her toothpaste tube with easy cheese. Thumb tacks fly amazingly out of a blow dart gun.

Speaking from someone with experience...I'd say don't fawk with her at all...if you can gently persuade her to move out then you're a step ahead on the safe side...
I could relate experiences from years of sharing space with others that the fwak approach is the most dangerous...you never know if she's got a friend lurking in her background that can make your life so difficult you will wish you moved out yourself...
But, then again...if you like living a bit on the edge and have some fun...just don't post up in a month or so saying "You won't believe what happened..."
honestly, i'm not too worried about her taking revenge or anything, my other roommate is a 6'4" 240lb ex cop from jersey, i used to work at a super max jail, if i can deal with serial murderers, rapists, and gang bangers, i can deal with what ever she will throw at me
