can i simply pull this thing out of the froze up block w/ out it being at tdc?

TDC or bust?

My limited experience with a few camshaft position sensors is that they will come out without being at top dead center. Leverage helps a great deal, but there are nylon gears at the end of the CMP sensor, so you have to be careful to not break anything. Even if the gears break, it would be on the CMP sensor. I am in my sixties, so my neighbor came over and pulled my first one by grabbing it and using force to pull upward. When it let go, his hand went all the way to the hood and hit it pretty forcefully before he could get it under control. I tell you this so you can pad the hood or the back of your hand to prevent injury. The second one I took out was in a junkyard where someone else had removed the intake manifolds. I used a piece of steel as a lever and the CMP sensor popped out very easily. In retrospect, neither were at TDC. The first was probably as far from TDC as I could get. Hope this will help. Good luck.

No reason why you can't. It only matters when putting it back in. Making sure you know where it lines up when replacing if you are rebuilding the engine.
