Reman'd block, crank appears offset (at front oil seal)

hi all-
I'm swapping external stuff from my 4.0l ohv onto a reman'd block, and the front damper didn't want to go in- I looked at the crank, and its offset by 0.0143 inches!

I don't know the year of the reman'd block, but are there differences in crank location? or do I need to align the timing cover? (I've never needed to center the timing cover on other non 4.0l ohv blocks I've done). Is there a trick to centering the timing chain cover?
