Update, thanks to the internet I figured out that my IAC was siezed and my TPS is giving false reads. Now if only I could have got the TPS done before it started storming...

Symptoms were: New IAC stays open when warm holding a 2k idle. The idle drops gradually to 1200 if I disconnect the TPS. ECS and MAF are good.

New TPS is in, reset the ECM, and it's smooth through the entire rev range. It's idling high at 1200 but that's tolerable. I'll let it get used to the new sensor before passing any judgement.
