Probably some regional Special Edition deal. The manufacturers do it with black trucks and Steeler Edition models around here all the time.

Why just Indiana, why not any other State?

What does the Ranger have to do with the State of Indiana? Maybe these are not official Ford emblems, but rather dealer(advertising) emblems.

I've noticed a lot, if not most people, just do not seem to care when dealers plaster their tacky looking emblems or decals on the backs of cars.

I saw a Bronco 2 that had mountain scenes on it and said Idaho across it, can't remember the layout for sure, but if I ever see it running around town again I'll take a picture of it. Haven't seen it for some time now so don't know if its still around or what happened to it. It was a plain white, with some pin-stripes and just said Idaho on it. I think some dealerships had some really bored detailers and had them make up some "special" models over the years LOL.
 
Here in Virginia we had The Cardinal Edition of The Ford Mustang. It had a round medalion on the rear pillar w/ a cardinal (State Bird for VA) inside it. I believe the year was 1968.
 
Our state bird is the cardinal too.
