Makes sense. I only used it once, in 2011, for a Bronco II that I got. No title but the owner was my buddy's grandpa in North Dakota who died many years ago. I just had to send a certified letter to the last known address and when it got returned undeliverable, that was about all I needed to get a title. After that they changed it so the only way to deal with no titles was to have a towing company claim ownership, then buy it from them and get a title from them. No guarantee that they'd even follow through of course, maybe they just keep it if it was a desirable vehicle, and of course big $$$$$$$$$...

Some states allow others besides tow companies, like; mechanics, auto repair business owners and property owners to do a lien sale to get a title. There's companies like Ilien ( not sure if they're still in business ) that you can pay to do all the paperwork and newspaper notifications.
