pilot bearing install flush with flywheel or crankshaft?

Hi, do we install pilot bearing with flywheel on or off? In otherwords if flywheel stays on I can install pilot bearing flush with flywheel, if flywheel comes off it goes in flush with crankshaft bore edge. Which way is right? Thanks!
 
Flush with crank, and there should be notches in the pilot bearing, they face the crank, and then rubber ring on the opposite side that faces the clutch, it prevents clutch dust from fouling the bearing.

If flywheel is on then use correct size socket to seat it flush with crank
