paint bubbles

I got a 88 ranger xlt and above my right rear wheel well are paint bubbles i accidently pushed one and water came out i looked behined the paint inside of the wheel well and you can kind of see small holes in the fender where the bubbles are so am thinking water is getting in there so what should i do just take it to a body shop and let them repaint that area and fix it?
 
They are rust bubbles. The bedside is rusting from the inside out, pinholes in the metal are just the beginning, it will turn into a rotted out bedside within the next couple of years. Your best bet is to have the whole area cut out and patched, or get a rust free bed.
 
I hate to have to get a patch in its got an almost new paint job but i bought it that way and it didnt have the bubbles in it when i bought it
 
well like I said, its rotting from the inside out, doing anything on the outside will just be wasted.
 
X2 on the cancer, fix it now while it's manageable...
