No speedometer

2004 Ranger Edge 3.0 AT. Speedometer / odometer not working. Sent gauge cluster to Atlanta Speedometer, they say cluster is working. Had scan run while driven, shows speed of vehicle, shifts fine. Installed rebuilt PCM, still no speedometer. everything on gauge cluster works except speedometer & odometer.. Any suggestions

Here's a diagram. Looks like that grey/black wire from the PCM to the cluster needs investigating.

It's in the attached picture. Under the hood, very near the wiper area.
