I was thinking just a rinse with the garden hose will suffice, maybe some engine degreaser on the base where oil has accumulated.
As to how crusty it is... think of those barn find car videos where there is 20+ years of dirt caked on. It's about like that. I tried compressed air and it won't touch most of it, I think it has been through enough humid & dust cycles that it really needs to be washed in order to come clean. But, I could just leave it alone and run it like it is.
