Need help with electrical situation please.

I have a 99 ranger with a 3.0. Driving to work last night I started to smelling something electrical burning. As I looked at my instrument cluster I seen a wisp of smoke come up between the steering wheel and steering column cover. Then I got the O/D off flashing in the cluster with a hard downshift. When I got to work I noticed the dome light and pwr windows not working. My manual says fuse 26 controls battery saver relay, electronic shift relay, interior lamp relay, power window relay, electronic shift control relay, dome/map lamp and GEM. I pulled the fuse and checked it and it was not blown. When I drove it home when shift was over I noticed my speedo, the odometer and the trip odometer not working. All other gauges worked fine. Also my windshield wipers were not working either. Every fuse was tested when I checked the fuse block. The wipers are on fuse 16. I would appreciate any kind of info I could get as to where I can start to look for the problem. I'm just not sure what ties fuse 16, 26 and the speedo, odo and trip odo together. For it all to go outta the same time.
