my battery light is on when my ignition is off

Reads like someone may have tried to install something in the dash and give it full time power(key on or off) and that wiring change is back feeding to the fuse panel and Bus.
You may be able to narrow it down by pulling fuses, one at a time, and see when battery light goes off, key off of course.
Then see what that fuse is suppose to power.

I pulled every fuse and the light stayed on. so i don't know what's going on. maybe its the rod that goes from the key cylinder to the ignition switch like stated previously? Is there any way i can test that or replace it?

Pull ignition switch and slide it manually.

But it should be on a fused circuit.................
