IIRC, steroids were illegal in MLB at the time but just the same, I don't think they were testing for them yet.
Way back then McGuire did admit to taking androstenedione (sp?) which is available over-the-counter. Andro is illegal in MLB now but wasn't illegal at the time.

I am pretty sure they were illegal period. MLB doesn't set laws.

Very true, and I've always wondered why athletes never get prosecuted for illegally using steroids when they fail a piss test. Although I was just referring to baseball's rules.
Steroids are legitimate medications when prescribed by a doctor for a legitimate medical condition.
As far as I know, Bonds is the only athlete being prosecuted for illegal steroid use.
