Loud whining noise when started

My 1994 ranger is making a weird loud whining noise when I start my truck mainly in the morning when it’s cold last for around 30 seconds any way I could post a video on here or maybe send it to someone that could help maybe that’s had the same problem
 
Most likely source of describe noise is Fan clutch or an idler or tensioner pulley

Before starting the engine when its cold, open the hood and try to spin the fan blades, they should be tight and hard to spin, cold locked
Start engine, fan should make "air pulling noise" but for under 10 seconds, shut off engine after 10 count
Try to spin fan again, should now be easy to spin, unlocked
If its still locked replace fan clutch

If fan clutch is OK
Loosen fan belt and pull it off the crank pulley
Spin all the pullies and see if any make odd noise, if you can do this when it cold so much the better but failing pulley bearing should make a little noise even warm
Power steering pulley won't spin, that's normal and unlikely to be the noise
 
Could be the power steering pump too. Check the fluid level in it.
