Koeo DTC 176 and drivability problem-vehicle surges/lurches on highway

Hey my 1993 Ford Ranger 4.0 v6 145,000 miles:

Drivability problem started months ago, only on the highway fighting a slight incline, at 60 mph and above, vehicle sometimes surges/lurches and engine light comes on and off.

Originally thought it was the torque converter, changed the trans fluid and filter, now I believe it's an engine problem.

Can not find any short in the plug wires and the wires and plugs as well as fuel filter are just a few years old and I drive only about 7,000 miles a year.

Found only 1 engine code besides 111, DTC 176, Reilly's auto's hand held reader says "1. HEGO (H02S) sensor fault always lean. 2. Insuffcient TP change during no oxygen sensor switch detected."

Do I need a new o2 sensor and Throttle position sensor or do I need to investigate further? I have owned the truck for 10 years and have replaced the o2 sensor once I believe but not the TP sensor.

Any experience in this area would be appreciated.
