keyway in crank broken one side

can i tackweld key to shaft and jb weld to fill chip or void around hub?
 
I wouldn't because that's a critical part. My biggest worry wold be what caused the chip; it may be a bad crank.
 
I think carefull work with properly mixed JB Weld is the ticket. I believe the key way is really for line up. I think if you cleaned it real good with brake cleaner and did a real carefull job of applying it and hand machining the key to fit as it should, I think the two (male and female) tapers would keep every thing together when properly torqued. I mean...where could the JB Weld go if the pully is cinched down and the tapers are mated?
