I think carefull work with properly mixed JB Weld is the ticket. I believe the key way is really for line up. I think if you cleaned it real good with brake cleaner and did a real carefull job of applying it and hand machining the key to fit as it should, I think the two (male and female) tapers would keep every thing together when properly torqued. I mean...where could the JB Weld go if the pully is cinched down and the tapers are mated?
