no known heads are available...
You wouldn't add 12 more lifters to the block. You would build a custom DOHC heads for the 2.8L. Cosworth actually did it with the 2.9L over in Europe, but the parts won't fit on the 2.8L and good luck finding one of those over here. You'd also need a lot more custom parts than just heads and cams to make it work. Timing cover, water pump, intake, exhaust, and accessory mounts just to name a few.

if you want to get custom ones made, yes, you can absolutely get them custom made. and if it's custom made, you would not need to modify the block, that is what custom means...
who would want to pay the money for custom heads for a 2.8, or who would actually make those heads, i don't know, but yes it can be done!
your best bet is to 4.0 swap it...
