I use ultra black silicone for pretty much everything, it's good stuff, I'd use that over anything if you have to go buy silicone anyway...
your plan is good, but you can eliminate a couple things. you can just tighten the cover down without waiting for the silicone to set. I don't torque the bolts, I just tighten them to what feels right (there's not a lot of force on them, they just hold the cover on). And for filling, pull the fill plug out with a 3/8" ratchet extension then pull the RABS sensor from the top of the diff, use the RABS sensor hole to fill through until the level reaches the fill hole, this method is WAY easier than attempting to fill through the fill hole, on top of the diff you can just stand the bottle up instead of playing games...
