Whyyyyyy...I oughta! My 2.9 died. I installed a carbed SBC with dual exhausts and new quality cats on each exhaust with an oxygen sensor to tune the carb.......even though it wasn;t necessary by Louisiana law since my vehicle is more than 20 years old. It passes the yearly inspection and because of the advice of good members here at TRS---I went the extra mile to make the emissions even cleaner than they needed to be. (I didn't want to spend the extra $150 bucks on emissions, but I'm glad I did). The larger engine gets better gas mileage than the original engine, and a complete tune-up cost less than an engine diagnosis fee on my wifes late model suv which gets less factory rated gas mileage than my modified '89 Ranger.

I also built a custom motorcyle frame from scratch...got it inspected/titled thru the State Police Titling Dept.
Then had it rejected for tag registration by three different State Employees over a 6 month period because of frivolous paperwork.
The 4th State Employee approved it for registration in 20 minutes time when she saw how I had been treated by the other three Employees.
Moral of the story....there are rules/there are rules that the rule enforcers don't even understand/there are Employees with Common Sense that know how to use the rules fairly!

I don't see where there is a conflict with these policies. An engine swap can be done while retaining emission compliance. A cat removal will never be emission compliant.
In all honesty, there is no justification for cat removal on any street driven vehicle. The cats are not restrictive in any way, unless they are getting plugged, in which case there's an underlying cause.
The *only* reason for cat removal that ever stood any chance of avoiding a huge fine, was for a farm vehicle that was going to see a lot of field use. The cat can get hot enough to risk starting a grass fire and/or setting the truck itself on fire if there is an accumulation of grass/weeds on the underside. Modern EFI has reduced these risks greatly, but they were a real concern back in the days of carbs and cats being factory equipment.
 
I real simple rule to go by . . you can't put an older engine in a vehicle. So if you put a '68 302 in your "88 Ranger . . nope not allowed. If you use a '92 302 in your '88 Ranger, that is OK. But as soon as you use it with a carburetor, nope . . not allowed. :icon_idea:
So there are many engine swaps on the forum that are not legal swaps.
And as far as catalytic converters go . . . don't get the impression that they are saving the world. I'll go as far to say that newer cars don't even need them. They are an old idea that came to fruition back when 99% of the engines were carbureted. Through OBD I . . maybe useful, I'll give you that. But OBDII and advanced OBD II ?? I don't believe so. I have passed emissions without a cat , back when no one was looking underneath or even with an empty case. I passed with flying colors. And that was a long time ago and with an OBD I engine and a carbureted engine. Just some FYI . . . .
 
Pete, you should inform the engineers at Ford that catalytic converters are no longer needed. Ford (and every other manufacturer) will be able to save hundreds of dollars on each vehicle they produce.
 
I'll bet that the law says ford has to have the cat; ford doesn't have an option. IMHO, you only need one law....the emissions have to be better than the year before.
Off topic, it should be law that two laws are taken off the books for every one law enacted. That would condense the laws into something that the average person might understand.

It's not Ford Mr. Brainiac . . it's the federal emission nazis . . otherwise known as the EPA. If you knew more, you would understand why I said that. Research before you speak.

I took a break for a while, but since it's apparently my sticky that's being complained about....
Basically it is there for the same reason that there are other stickys in other forums. People kept asking the same questions over and over. My sticky covers anything you need to ask about the subject. If it's an answer you don't want to hear and your panties are in a twist, well that's your problem and not mine. Deal with it.
