How do you test TPS 1996

Ok so I googled how to test the tps on my 2.3 found some info about it. Tested the old one didn't read right so I ordered a new one installed it same thing not reading right.
 
Have a volt meter set for DC Volts.
Have a sewing pin to pierce one wire at a time.

TPS remains hooked up
Turn key on leave engine off.

Hook black voltage meter wire to Battery negative or to a good engine ground
Use pin to pierce top wire on TPS
Touch pin with Red Volt meter wire
Should see 5volts, 4.9-5.1v, this 5v is from the computer, it is shared by a few other sensors, like ECT, IAT and MAF

Remove pin and insert it in Center wire
Red probe on pin again
Should read .69 to .99 volts, under 1 volt

Now leaving volt meter connected to the pin in the center wire, slow open the throttle manually.
Voltage should go up, nice a steady no jumping or dropping.
At full throttle(WOT), you should see above 4.5volts, 4.5 to 4.99
Close throttle slowly and watch voltage, no jumping or dropping
And when closed you should see same as at the start, .69 to .99 volts
