A scanner does quite a lot more than read codes. Among other things, it lets you read real-time data from the PCM under operating conditions. This is GOLD; it tells you far more than a code that flipped under unknown conditions. Even just asking the PCM what it thinks the coolant temperature or manifold vacuum is can tell you loads (for instance).
But it doesn't work for OBD-I. It's an OBD-II feature.
The very best scanners also include oscilloscope functions. But they cost (a lot) more than your truck.
