hole in bell housing?

Hello I am new here to the forum and also new to rangers, I was changing the oil on my 1995 3.0 V6 4wd 5spd and I noticed this hole in the bell housing and was wondering what it is and if its supposed to be like that cause you can see in? Any help greatly appreciated thank you. also the 2nd picture there is a bolt missing so the gap is larger on the plate with a square hole also at the bottom of this, I dont know anything about it? It is not allowing me to upload a picture it is a square type hole about an inch or two long maybe inch wide? It is not a broken hole it looks as its manufactured that way, just not sure if somethig is to be blocking it?

Theres a rubber garmet that slips in the hole its an inspection hole for your fly wheel clutch etc etc
 
Thanks, thats what i thouhgt but wasnt sure, never had a 5spd rwd, where can you get one of these at? Tried to search for it at autozone just dont know the exact name.
 
I used some 2" aluminum tape...been on for 10 years, or so.
 
good to know, i didnt know if it was to let air in or what not, but was worried about the hole as i do a lot of mudding and ive seen clutches get packed with mud before. i guess ill go and tape mine up also.
