High Flow Cats for '96 Ford Ranger

so, I am rather new to the world of auto Parts. I am considering getting high flow cats, but I had a couple questions. First, how many cats do I need to buy? And I live in California, so would it be legal for me to even change them? Also, what effects would it have on MPG/HP? And are there any relatively cheaper cats that you guys would reccomend? And if that's not a good idea, what would you suggest to get more hp?


I have a 96 4.0 V6 4x4 Ranger

Honestly after learning allot about cats, your 4.0 can never push enough power to need high flow cats, but a good working cat would help if yours is clogged
 
Some 4.0's have three cats, two smaller ones below the manifolds and one large one ahead of the muffler. Others only have one large one. CA is pretty restrictive on replacing cats so you'd have to make sure that whatever you buy is CARB certified. Random Technology and Magnaflow make hi-flow cats but I don't know if they are legal in CA.
