1993 Fuel pressure should be 30-40psi, running, 1998 and up is 50-60psi, so "spec pressure" is relative, lol
Your description reads like computer is Choking the cold engine too much or too long
Fuel injection requires the engine computer to Choke the engine when its cold, Choke in this case means Rich Fuel mix and higher idle
So the ECT(engine coolant temp) sensor was added to fuel injected engines so computer had an accurate coolant temp reading
ECT is a 5volt "sensor"
The dash board gauge uses a 12volt temp "sender" which has been on all engines since the 1930's or so
In 1993 sender has 1 wire
ECT sensor has 2 wires
You may want to just change the ECT sensor on speculation, although you can test it, resistance and voltage specs are easy to find
"Clear Flooded Engine", this is a routine built into all fuel injected computers, it allows the driver to "clear a flooded engine", lol
Turn key on
Press gas pedal down to the floor all the way and hold it down
(at 0 RPMs and Wide Open Throttle the computer will turn off fuel injectors)
Crank engine over
If should not start or even fire, it has spark but no fuel from injectors
When you release gas pedal engine will start, after or during cranking
If engine starts then you could have a leaking injector OR..............you don't have WOT(wide open throttle) which os common on older vehicles
Open the hood
Use a stick against the seat to press down gas pedal all the way
Go to engine and see if you can open the throttle manually a bit more, if so then you have a stretched throttle cable and no WOT

Easy fix
Then retest for leaking injector
Chances are pretty good you do not have a leaking injector because you HAVE pressure at the shrader valve to release, lol
There would be no pressure if it was leaking out of an injector
But the Clear flooded engine routine should let you restart the engine without having to pop the hood
I use this routine each morning to start my high mile 4.0l, crack engine for 5 seconds or so then release the gas pedal, that's to get oil pumped thru the system before it starts
