DB if you have a post-2001 2.3 engine, oil on the outside of the plugs indicates leaky cam cover gaskets. The oil seeps past the gasket and puddles or pools in the depression where the plug is located. If you get enough, it can cause the plug to misfire.
A new set of cam gasket (O-ring style seals) is the Rx.
The oil on the boot on the plug can and will cause misfire. The oil changes the dielectric of the boot material, and cannot be removed successfully from what I know. New boots!
Someone recently had a similar problem, and broke one of the cam cover bolts by over-tightening. Be careful.
You can get replacement "Tees" from the Help section at local auto parts store, or from a boneyard. They are not brand specific, they just have to fit the vacuum lines and not leak. Leaks will cause poor idle and possibly misfire.
