Power Grout looks good. The other thing I was thinking of was adding binder. A guy I know told me mix it with Sakrete when I patched the facing of the concrete basement walls where they show and it adheres nicely.
I had the same issue (as the mud room) with outdoor carpet glued to the steps and porch floor, I have removed it all that was loose/torn/coming off and will paint it and Skid-not the steps. On the porch floor is the same cement tiles over cast concrete (as mentioned earlier), unfortunately someone at some point ran some cement over the tile joints probably to smooth it, but still, when painted, it'll be much better. I suppose there is always option to re-glue some carpet (but not on the steps), but my feeling is over time it will just deteriorate where the rain can blow in and hit it, and personally I just don't like the idea of glued-down stuff that you know will eventually need replacing.
