Does a fm146 have a torque converter inside the transmission?

No. Torque converters are generally only used on automatic transmissions to serve as a fluid coupling between engine and transmission. That is why you can be in "Drive" at a stop.

Manual transmissions use a clutch that locks the engine to the transmission. Ths is why would have to push in the clutch pedal at a stop, which disconnects the engine from the transmission
 
Additionally, despite being in the bell housing and not visible, the torque converter is generally considered to be an "external" component.
