Fly wheel bolt lock washers?

Im in the middle of replacing my clutch/flywheel and I noticed there were lock washers on two of the flywheel bolts, but not the rest. Seemed odd and very possible some one did it wrong the last time the transmission was out. Arte there supposed to be lock washers on the flywheel bolts?

Also, there was broken peices of what looks like gasket between the FW and the crank. Is this something that needs to be replaced?

That's what I thought. There are a bunch of funny little tweaks I keep finding, Im going to assume this is the work of a shade tree mechanic who didn't know where they went.
