extra fuse

I was looking inside the fuse box today, switching out all of the fuses that sat there for 15+ years and noticed that there's an extra 15 amp fuse sitting in slot 23, which according to the diagram is supposed to be empty.

Do you think it's just an extra one someone stuck in there, or is it for something not on the diagram?

Someone may have Tapped the empty for use in something added.
