engine blowing air through vaccum lines rough idle no loss of power 91 ranger 4.0 auto tran
 
Sounds like plugged exhaust. Probably cats.
 
Might waant to do a compression check,timing chain check after disconecting exhaust at manifolds.
 
Hook a vacuum pump to the manifold or a vac line. If you have anything higher in pressure than 20 inches of vacuum (yes, I know that is fuzzy grammar but I'm assuming it won't be understood anyway) then you have a massive exhaust restriction.
