EGR valve on 1994 Ranger w/ 4 liter engine....

Did all of the '94 4 liter engines on Rangers come out with the EGR valve??? I have looked and looked (along with a couple of Ford techs) and we never did find one. Was that just an emission regulation for California only?? By the manual diagram it should be mounted on the driver's side attached to the intake manifold.

As best as I have been able to tell on the California trucks had EGR in 1994. I have looked over the diagrams for both and the EGR system only shows up in the California set.
