EGR valve flow insufficient

Hey guys, i searched but didnt find anything. my truck is throwing an egr valve flow insufficient code. I was told the EGR valve itself is new. What else could be causing this? What should i check, and is there any way it could still be the egr itself? Looking to get this fixed asap so i can go get a sticker.\ the truck is a 99, and the motor is a 96. The truck runs and drives fine. The only thing i could think of is it idles a little high. The truck doesnt have cats, but this wouldnt cause this right? What should i check?

Thanks guys, i went out to wrench on it this morning and found that the vacuum lines were disconnected, so i connected them and all is good.
