Does the Explorer ECU Make More HP Than Ranger ECU?

I know they are both rated about the same depending on year but they feel different in my case.

Case in point.

I have a 1989 Ranger that has a swapped in '94 Ranger 4.0 engine that I'm running with '91 Explorer fuel injectors and Auto trans ECU. My truck is a manual.

Today I drove a friends' '95 4.0 5 speed Ranger and the buttdyno said it did not seem to have the grunt that mine has, even though he is on stock 265 tires and I am on 33x12.50 tires.

It was a quite noticeable difference.

Both have 3.73 gears.

Any ideas or is his just ready for a tune-up?

I've heard the manual ECM has a slightly more aggressive timing curves.
 
There is a difference where each calibration allows the engine to make it's torque

The peak power and peak torque are the same, but ford plays games with
how low an rpm it lets the engine make it's peak torque to prevent wheelspin.

Generally the Explorers do this at a lower rpm because they aren't
as light in the ass as Rangers are, thus don't have the wheelspin problems.
